Which symbols should be accepted as Standard Blissymbols?

submarine

message in a bottle

biplane

With symbols like submarine which are composed of glyphs already accepted into the eventual Bliss Unicode Font, the question is relatively simple:

Does the new symbol make the best use of the Elemental Symbolic Logic of Blissymbolics?

But with proposed symbols like message in a bottle and biplane, there is the additional question of whether to add a new glyph to the font. Surely, isolated symbols like these don't rise to that level.

Should we consider having two kinds of accepted Standard Symbols?:
1. Fully accepted and implemented symbols.
2. Accepted but not supported by fonts or software.
